Toledo’s PETBull Project offers free pet food, low-cost spay/neuter surgery, free vaccine clinics, free dog training, and affordable grooming to families across Lucas County. Every program is designed to keep pets healthy and at home with the people who love them.
Who can use these programs?
- Lucas County, Ohio residents
- All pets in your household are spayed/neutered, or you’re willing to have it done
- You can show a photo ID and proof of income (pay stub, benefits letter, etc.)
Our Prevention Programs
Spay/Neuter Surgery Assistance
Spaying or neutering your pet is one of the single most effective ways to prevent pet overpopulation in Toledo. We help Lucas County families cover the cost so price never stands in the way.
Pet Food Pantry
The 2nd and 4th Tuesday of every month, we hand out free dog and cat food to Lucas County residents going through a tough financial stretch.
Free Vaccine Clinics & Dog Training
Once a month from spring through fall, we bring free rabies and DHPP vaccines, free dog training, and free pet supplies right to a Toledo park near you. No appointment needed — just walk up.

Affordable Dog Grooming
Through our partnership with Open Oaks Pet, qualifying Lucas County pet owners can get experienced, full-service dog grooming at rates designed for families on a budget.

Frequently Asked Questions
Our programs serve Lucas County, Ohio residents who can show photo ID and proof of income (a recent pay stub, a benefits letter, or similar documentation). All pets in your household must already be spayed or neutered, or you must be willing to have it done.
Pet food, monthly vaccine clinics, and our park-event dog training are completely free. Spay/neuter surgery and grooming are offered at heavily reduced rates for qualifying families. The exact spay/neuter co-pay depends on the clinic and your application.
No appointment is needed for the monthly park vaccine clinics — just walk up during the posted hours. The pet food pantry runs on the 2nd and 4th Tuesday of every month; check our event calendar for the exact time and address before you come.
